no-ratings and admin-only ratings

ratings system enhanced with a new ratings config setting, with the following options:
  • ratings=True (default) : ratings function as before
  • ratings=False : no ratings
  • ratings="admin" : only those with page admin ratings can see or change the ratings

also - RSS items can now be rated
